The Professional Regulatory Board of Accountancy (PRB-ACC) and Philippine Institute of Certified Accountants (PICPA) formed the Quality Assurance Review (QAR) Council with full powers and authority to formulate policies, supervise and monitor the implementation of the QAR program of the QARO.

The QAR Council is to be composed of:

  1. Four (4) members from PICPA
  2. One (1) member from PRB-ACC and the designation of an alternate member from PRB-ACC who shall be selected by the PRB-ACC from its incumbent members

The QAR Council shall have the full power and authority to set policies and supervise the operation of the QARO.

The duties and responsibilities of the Council are as follows:

  1. To set policies and change or modify the guidelines herein set forth, that will ensure effective implementation of the QAR Program subject to the approval of the PRB-ACC;
  2. To maintain independence in the operations of the QARO;
  3. To attend consultative meetings with the PRB-ACC, PICPA and other stakeholders, in setting /adjusting the QAR fees, /peer review fees and other similar fees in order to sustain the operations of the QARO.
  4. To monitor the quality of QAR conducted by the QARO;
  5. To discuss with the QARO how to avoid the overlapping of the various quality review programs;
  6. To establish a compliance framework to be used by the QARO in carrying its duties;
  7. To recommend to PICPA the hiring of the Chief Inspector, Administrative Officer of the QARO and Quality Assurance Reviewers, including other personnel based on the qualifications set herein;
  8. To recommend to the PRB-ACC a rolling of the three-year QAR plan;
  9. To oversee the implementation of the approved QAR plan through the QARO;
  10. To obtain technical advice on the subject of quality assurance when needed and appropriate;
  11. To evaluate and decide the reports, issues and recommendations of the Chief Inspector;
  12. To establish and issue the necessary guidelines and standard operating procedures as to the scope and manner how the QAR inspection will be conducted, subject to approval of PRB-ACC;
  13. To submit to the PRB-ACC the findings and actions taken by the QARO relative to the QAR plan; and
  14. To submit the annual report of its accomplishment to the PRB-ACC and PICPA.
